University Heights Update – Moratorium on New Rental Ordinance to Expire

As previously reported by ACAR, University Heights City Council passed an ordinance in May 2018 that essentially quadrupled rental inspection fees from $150/year to $600/year, and also increased inspections from biannual to annual. After outcry from many landlords and tenants in the city, Mayor Brennan issued a temporary moratorium on the law through September 14, 2018. Last month, ACAR and several others shared concerns and alternatives to the new law.

At the University Heights City Council meeting on September 4, 2018, Mayor Brennan announced that he was concerned about extending the moratorium beyond the September 14th date, as the city has been issuing temporary rental permits at no charge. He recommended the moratorium expire as initially planned on September 14th, and that Council repeal the ordinance at its next meeting on September 17, 2018. Repealing the ordinance would essentially restore the previous rental policy, and allow Council to further review and develop a new rental program.
